Assists in California Library Literacy Services grant administration including working with Library Program Consultants (LPC) to administer funding; monitor performance, expenditures and actions affecting the grant, including documenting actions; reviewing performance reports; and corresponding with grantees regarding performance. Assists LPC in providing technical assistance in relation to the grant including assisting with online reporting program, preparing materials in support of statewide meetings with and trainings for library literacy programs. Assists in assuring compliance with the grant requirements--correspondence, reports and analytic studies, and documentation. Assists in preparing training manuals for libraries in how to implement literacy programs statewide. Maintains CLLS public library database, contact list, listservs and network listservs, toll free routing database and CLLS website. Works with the LPCs and communicates with public libraries on all aspects of the Public Library Fund, including data collection and analysis, including calculating local library population; document development; maintenance of effort review; and Reviews, processes, and monitors data and expenditures for various grant programs and provides the oversight necessary to ensure proper reporting. Develops forms, applications, and reports required for the proper control and management of the programs; works with the local library agencies receiving funding to develop computerized reporting to and from the field to meet the needs of the Local Assistance Programs and the State Library. Provides technical assistance to and solves problems for local agencies with respect to program automation to ensure their compliance with the appropriate state rules and regulations. Prepares computer-generated input for inclusion into annual program reports.
